Quarterly Employment Survey - Details

Summary

The QES Allowance Settings tab controls what allowances are used in the Stats NZ - Quarterly Employment Survey.

For all existing customers that upgraded from v4.66, all allowances that had “Include in stats report” set to yes, except those with an Allowance Type code of: ‘T',’W','X','Y’. All endeavours were made to automate the mapping of the Allowance record to the fields in the Configure Data Extracts – QES Allowance Settings tab.

For any new allowances created after upgrading to v4.67 or neweryou will need to add the allowance here if you want it included by the QES data extract. The same applies to any new customers starting on v4.67 or newer.

Fields

Allowance Code

Allows you to select an a record from the Allowances entity to add/edit.

You will be stopped from adding the same Allowance code twice.

You will be able to select any allowance accept those with an Allowance type of:

Include in Hours

This controls whether you want to include a payroll transaction's "Quantity" in the QES fields showing an Ordinary/Overtime Hours count, i.e. Question #6 Ordinary Time Hours and Question #7 Overtime Hours.

  • Yes - include
  • No - exclude

Allowances that are not deemed "Ordinary Time" or "Overtime" should always be set to "No".

Under Development: The QES Data Extract does not yet output values for Question #6 Ordinary Time Hours and Question #7 Overtime Hours.

Includes in Amount

This controls whether you want to include a payroll transaction's "Total Amount" in any of the monetary fields.

  • Yes - include
  • No - exclude

Payroll Grouping

This field controls which monetary question on the QES your allowances will be counted in. The options to select from are linked to the selected Allowance's Allowance Type and the Ordinary field to help with selecting the correct option. Option are:

  • Ordinary Time

    To be used for allowances representing time an employee would normally work or be on paid leave.

    In this definition, Stats NZ expect you to:

    Include: all shift allowances, travel allowances and ACC earner premiums.

    Exclude: Overtime payments, bonuses and commissions, non-taxable payments (e.g. Tool allowances).

    The only restriction PayGlobal applies to this selection is a validation check on the Allowance's Ordinary field. If you select an allowance with Ordinary = No, you will be presented with a warning "Possible settings mismatch. Ordinary is No on Allowances Details (ii)".

  • Overtime

    To be used for allowances representing time an employee works outside of their normal work hours.

    You will not be able to apply this setting to: Annual Leave, Sick Leave, Long Service Leave or ACC allowances. A validation check is also applied to the Allowance's Ordinary field. If you select an allowance with Ordinary =Yes, you will be presented with a warning "Possible settings mismatch. Ordinary is Yes on Allowances Details (ii)".

  • Bonuses and commissions

    To be used for allowances represents all types of bonus and commission payments both regular and irregular.

    Allowances with this setting will be used to calculate amounts for Question #9 - Bonuses and Commissions

    PayGlobal will only allow this setting to be applied to Type A. Allowances.

  • Other payments

    To be used for allowances representing backpays, leave cash-up payments, termination payments, retirement payments etc.

    Allowances with this setting will be used to calculate amounts for Question #9 - Bonuses and Commissions

    You can assign this grouping to any allowance type except (H) Hourly and (R) Salary
